Internews is an international media assistance organisation whose mission is to empower people worldwide with the news and information they need, the ability to connect, and the means to make their voices heard.
In Iraq, Internews Europe (IEU) is implementing a 3-year project aiming at bridging the gap between Iraqi media and civil society.
The project focuses on the capacity-building of media outlets and civil society organisations (CSOs) to effectively engage with each other and with government authorities, to provide extensive and unbiased reporting by the media, and, on the CSO side, to effectively push .for changes and improvements
The Field Coordinator will work closely with Internews Europe local partners in Iraq, Aswat al Iraq and Al Amal, collaborating with their key staff to supervise and support the due implementation and reporting of activities and securing that all programmatic, administrative, and financial procedures are completed in a timely and appropriate manner.
The Field Coordinator will have operational management responsibilities over internal systems of Internews in Iraq, guarantee reporting and monitoring systems, staffing and liaison with relevant local stakeholders and partners.
The Field Coordinator is responsible for setting-up and maintaining financial and administration control of Internews Europe operations in Iraq and of ensuring effective liaison and transfer of information between Aswat Al Iraq and Al Amal and Internews Europe headquarters in Paris, France.
KEY TASKS AND RESPONSIBILITIES
The Field Coordinator is responsible for the daily control of programmatic and expenditures reporting of the partners to the Internews Europe headquarters.
The position holder will:
Set-up, call and organize weekly project board meetings
Participate as a member of the country project management Team
Maintain and monitor internal controls for IMJ expenditures and activities
Provide support, training and advice to partners’ staffs as required
Participate in the fund-raising activities in cooperation with the partners’ Directors and Internews Europe HQ
Oversee compliance with all relevant standards across all project locations; this includes ensuring conformity with relevant donors’ requirements, Internews internal regulations and development of good practice standards.
Directly liaise with partners’ project managers, administrative and accounting staffs and project partners’ directors.
Represent Internews Europe’s interests in the country
Ensure all national staffs have valid contracts in compliance with Iraqi labor law.
Ensure all international staffs have valid contracts and travel insurance,
Ensure all international staffs have local valid authorizations,
Ensure compliance with local regulations in respect of financial and other matters (e.g.
Registration, FX, taxation and labor laws).
Elaborate a local project handbook setting up project procedures and security guidelines.
Coordinate international staffs visits
Administration & logistics
Assist partners staffs in drafting accurate narrative reports per donors’ guidelines.
Provide supervision and direction according to donors’ procurement requirements
Provide management, guidance and maintenance of logistics fixed assets, including the arrangement of insurance wherever required.
Ensure that expense data is properly submitted, and that all expenses are reasonable and allocable, and conform to principles and guidelines
Co-ordinate with HQ financial department a cash forecasting system to ensure adequate funds are available to meet program requirements
Monitor ongoing levels of expenditure on individual programs as against budget and provide timely advice of likely over and under spends
Prepare monthly budgets and spending forecasts working with the project partners
Ensure that contractual commitments (e.g.
for the rental of vehicles and/or premises) are expressed in forms appropriate for the circumstances of the program

Arabic and English language skills required
International project, finance, human resources and contract management experience required, ideally in media development and in developing countries
Extensive experience of working in challenging environments including conflict zones, specifically, experience living and working in African or Middle-East conflict zones.
Practical knowledge of funders rules (EC, USAID, DFID…) rules and regulations as they relate to financial management
Diploma in at least one of the areas: Management, Journalism, Development, International Relations, Social Studies…
Ability to handle multiple tasks efficiently and to work with a diverse staff
Strong analytical skills
Experience in skills – building and training of other staff
Must be computer literate (Excel, Word, Outlook, Internet)
